Tonga’s first draft National Employment Policy (NEP) is progressing with support from the International Labour Organization (ILO).
A consultation workshop held in Nuku’alofa last month gathered 30 representatives from government, trade unions, employer bodies, civil society, and academia to review the draft NEP.
Acting CEO of the Ministry of Trade and Economic Development (MTED), Lorraine Kauhenga, said, “A forward-looking National Employment Policy that responds to labour market challenges and contributes to socio-economic development outcomes is the aim of the Ministry.”

The discussions addressed youth employment, aligning education with industry needs, formalizing employment, supporting small businesses, and improving inclusivity and labour migration.
Christian Viegelahn, ILO Employment Specialist, emphasized the workshop’s importance: “It is key for stakeholders in Tonga to ensure that the policy reflects what this country really needs to address existing challenges and leverage opportunities for decent job creation.”
The NEP aims to strengthen Tonga’s workforce amidst economic challenges from COVID-19 and natural disasters.

This initiative, supported by the ILO and funded by the Joint SDG Fund, is expected to enhance livelihoods and foster a more resilient economy.
The November workshop built on earlier consultations and bilateral meetings held in May and October 2024.
